Renovation Consultancy Services for the Community Action Center (CAC)
Al-Quds University – Jerusalem

Al-Quds University, under United Nations Development Programme (UNDP) support, invites qualified and experienced consulting engineering firms to submit proposals to provide Renovation Consultancy Services (RCS) for the renovation of the Community Action Center (CAC) premises in the old city of Jerusalem.

Background

The Community Action Center (CAC), under the umbrella of Al-Quds University, is a rights-based institution committed to empowering communities in East Jerusalem. The planned renovation is a strategic investment to strengthen CAC’s role in community engagement, advocacy, and capacity building.

The renovation will be implemented under the technical supervision of a Consulting Engineer, who will ensure the design, procurement, supervision, and completion of works in line with international standards, local regulations, and UNDP’s accountability framework.

Scope of Services

The selected Consultant will provide comprehensive technical oversight and supervision, including but not limited to:

  • Preparation of design and bidding documents and bid evaluation;
  • Review of designs, costs, and site works;
  • Supervision of civil, architectural, electrical, and mechanical works;
  • Quality assurance, material testing, and contractor claims management;
  • Development of implementation plans, supervision schedules, and progress reports;
  • Ensuring compliance with technical specifications, safety standards, and contractual provisions.

The consultancy is expected to run for approximately 8 months (October 2025 – June 2026), covering the full renovation cycle from procurement to final handover.

Eligibility and Qualification Requirements

  • Lead Consultant must be a registered Architect or Civil Engineer with at least 10 years of professional experience, including 5 years in renovation projects.
  • Firms must hold a valid Classification Certificate from the Engineers’ Union and/or official Registration Certificate.
  • Teams must include qualified personnel in civil/structural, architectural, electrical, and mechanical engineering, as well as supervision and documentation staff.

Required Submittals

Proposals must include the following:

Technical Submittals

  • Updated CVs of all proposed key staff;
  • Valid Certificate of Good Conduct (Lead Consultant);
  • List of relevant previous projects (type, size, scope);
  • Valid classification and/or registration certificates;
  • Technical proposal (working strategy and schedule);
  • Commitment to staffing requirements (full-time Resident Civil Engineer and part-time Electrical/Mechanical Engineers).

Financial Submittals

  • Financial proposal with separate costs for design and supervision phases.

Incomplete submissions will not be considered.

Evaluation Criteria Proposals will be evaluated based on:

  • Technical Quality (70%): qualifications, relevant experience, methodology, and staffing plan.
  • Financial Offer (30%): clarity, separation of costs, and cost-effectiveness.

The contract will be awarded to the consultant achieving the highest combined technical and financial score.

Submission Guidelines

  • Proposals must be submitted in both electronic (PDF, editable) and hard copy formats.
  • Submissions should be addressed to the Project Manager, Al-Quds University.
  • Deadline for submission: 06 October, 2025, 14:00 Jerusalem time
  • Proposals must remain valid for 90 days from the submission deadline.
  • Late submissions will not be accepted.

Clarifications

Requests for clarification must be submitted in writing to the designated Project Coordinator at Al-Quds University no later than 7 days before the submission deadline.

Legal and Contractual Provisions

  • The contract will be awarded on a lump sum basis, with payments linked to deliverables and milestones.
  • The Consultant must comply with all applicable laws, regulations, and safety standards.
  • Al-Quds University reserves the right to accept or reject any proposal without obligation to provide justification.
